今日のボヤキは「ジブリパーク」に税金は正しいのか?という話題についてです。

「税金は市民から集めたお金なのだから直接市民に還元しなけらばならない」と考えるかもしれないですが、本当にそうなのでしょうか?

意図がよくわからない使い方は指摘すべきでしょうが、いずれ私たちに還元されるのであれば問題ないのでは無いでしょうか?

要は、「税金」を政府による「罰金」ととらえるか、将来への「投資」としてとらえるかが大切になってくると考えます。

県は今回、展示物や周辺整備の工事費として193億円を計上した。パーク周辺で、県内の観光地や特産品のPRイベントを開催する予算も5千万円計上。県内各地への波及効果も狙う。来年秋に2エリアが追加され全5エリアとなれば、年間180万人が訪れ、その経済効果を年間480億円と見積もる。

 パーク建設と周辺整備にかかる費用は総額497億円。県は地域活性化事業債」を使って負担を減らすと説明する。地域資源を使って雇用や所得を生み出す事業であれば、国が3割を補助する制度で、県の負担は357億円に抑えられるという。運営会社からは「使用料」も徴収するが、それでも初期投資を回収するめどは立っていない。

 

税金が営利団体に直接的に使用されるのには確かに反発が起きてもおかしくないと感じますが、行政側も通常の財源とは別に債権を発行し、市民の生活に影響が出ないように配慮し説明しているため、今後の「ジブリパーク」の成長に期待しても良いのではないかと考えます。

 

最近では「ふるさと納税」の争いは激化し、それ以外でのアピールポイントとしてアミューズメント施設は大きな強みになると考え、また今秋となると観光が戻ってくる時期と重なるのではという期待にも応えてたえてくれる形となればいいですね。

The prefecture has earmarked 19.3 billion yen for the construction of the exhibits and the surrounding area. The prefecture has also earmarked 50 million yen to hold events to promote the prefecture's tourist attractions and specialties in the vicinity of the park. This will have a ripple effect throughout the prefecture. If two more areas are added to the park in the fall of next year, making a total of five areas, 1.8 million people will visit the park annually, and the economic effect is estimated at 48 billion yen per year.

 The total cost for the construction of the park and its surrounding area is 49.7 billion yen. The prefecture explains that it will reduce the burden by using "regional revitalization project bonds. Under this system, the government will subsidize 30% of the cost of any project that uses local resources to generate employment and income, and the prefecture will be able to reduce its burden to 35.7 billion yen. A "user fee" will also be collected from the operating company, but even so, there is no way to recover the initial investment.

 


I certainly feel that there could be a backlash against the direct use of taxpayer's money for a commercial organization, but since the government has also issued bonds separate from the normal financial resources and explained the situation with care so as not to affect the lives of the citizens, I think we can look forward to the future growth of "Ghibli Park.

 


With the recent intensification of the "hometown taxation" battle, the amusement facility will be a big advantage as a point of appeal, and I hope it will be able to meet the expectations of the tourists who will come back this autumn.
