今日のボヤキは「日本の女性の社会進出の現状」についてです。

全国47都道府県議会のうち、女性議員の占める割合が10％に満たない議会が22府県に上ることが19日、昨年8月時点の内閣府の調査で明らかになった。全国平均でも11.6％。20％を超えるのは東京都と京都府だけで、地域差は大きい。暮らしに身近な課題に住民の多様な意見を反映させるべき地方議会で、今なお女性参画が進んでいない現状が浮き彫りになった。
政党に候補者の男女比を均等にするよう促す「政治分野の男女共同参画推進法」が2018年に施行され、政府は統一地方選の候補者に占める女性割合を25年度までに35％とする目標を掲げている。
これを見てどのように感じるでしょか？
私個人としては、人数比にそこまでこだわらなくてもよいのではないかと感じます。
男女比以上に議員の世代に偏りを解消するべきだと考えます。
選挙権を持つ年齢層は高齢の方々が多くを占めているため、議員の割合が変わったところで大きな変化は生まれないように感じます。
そこに注力するよりも、いかにして市民の声をくみ取り、反映させていくかがカギになります。要は、「声を聞く力」が求められているのではないでしょうか？

A survey conducted by the Cabinet Office as of August last year revealed that 22 of the nation's 47 prefectural assemblies have less than 10% female members. The national average is also 11.6%, with only Tokyo and Kyoto Prefecture having more than 20%, showing a large regional difference. The survey also highlighted the lack of women's participation in local assemblies, which should reflect the diverse opinions of local residents on issues close to their daily lives.
The Law for the Promotion of Gender Equality in Politics, which encourages political parties to ensure an equal ratio of male and female candidates, went into effect in 2018, and the government has set a target of 35% women as candidates for unified local elections by fiscal 2013.
How do you feel about this?
I personally feel that we do not need to be so concerned about the ratio of the number of people.
I believe that more than the male/female ratio, we should eliminate the bias in the generations of legislators.
Since the voting age group is dominated by older people, I feel that a change in the ratio of council members will not produce a significant change.
Rather than focusing on this, the key is how to capture and reflect the voices of citizens. In short, the ability to "listen to voices" is what is needed.
